This is an editorial research buyer’s guide based on official documentation, pricing pages and the sources listed below — how we review. Prices and plans change often; confirm on the vendor’s site.
Software companies usually adopt a help desk when the shared support inbox breaks down. Tickets get answered twice or not at all, nobody can see response times, and the same how-to question arrives fifty times a week. In 2026 the choice is no longer just about ticketing. Every major vendor now sells an AI agent that answers customers directly, and most bill it per “resolution”, “outcome” or “session” on top of per-seat fees. That model can make a help desk much cheaper, or much harder to budget for.
This roundup compares Zendesk, Freshdesk, Intercom, Help Scout and HubSpot Service Hub for SaaS and tech teams with roughly 2 to 50 support agents. It fits into the wider set of tools covered in our guide to project management software and the business stack for software teams.
This is an editorial research article based on each vendor’s pricing pages, help-center documentation and published program terms, checked on October 17, 2026. We did not run our own benchmarks, and we did not measure AI resolution rates. The resolution rates vendors advertise are their own figures.
Quick picks
- Zendesk — best for teams that need mature omnichannel ticketing, routing and voice, and expect to scale to large support organizations.
- Freshdesk — best for cost-conscious teams that want a full ticketing help desk with a low entry price per agent.
- Intercom — best for SaaS products that support users through in-app chat and want an AI agent built into the helpdesk.
- Help Scout — best for small teams that want an email-first shared inbox and knowledge base, with a free plan.
- HubSpot Service Hub — best for teams already using HubSpot CRM that want tickets and customer records in one platform.
How we chose
This is research, not lab testing. We compared the products on:
- Price per agent at the entry and mid tiers, with billing terms (annual versus monthly).
- AI agent pricing: the billing unit, what counts as billable, what’s included, and spending controls.
- Channels and workflow: email, chat, messaging, voice, knowledge base, routing and SLAs at each tier.
- Admin and compliance: where SSO, HIPAA support and advanced roles become available.
- Startup programs and trials, with their eligibility rules.
The picks
Zendesk
Zendesk is a long-established customer service platform. Support Team covers email ticketing, routing, prebuilt dashboards, pre-written responses, automations and triggers. The Suite plans add messaging and live chat, telephony, a knowledge base, omnichannel routing and Zendesk’s AI agents. Suite Professional adds skills-based routing, an IVR phone tree and Admin Copilot. Zendesk now also markets self-learning AI agents from Forethought alongside its own.
Best for: growing teams that want one vendor across channels and expect to need advanced routing, voice and workforce tools later.
Notable limits: the agent-facing Copilot is a paid add-on at $50 per agent per month billed annually. AI agent usage beyond the included allowance is billed per automated resolution, and Enterprise pricing requires talking to sales.
Starting price: Support Team is $19 per agent per month billed annually. Suite Team is $55 and Suite Professional is $115, also billed annually. The live pricing page shows only annual prices, so confirm monthly rates with Zendesk. Zendesk’s startup program offers eligible early-stage startups a six-month trial of the Suite for up to 50 agents. See Zendesk plans
Freshdesk
Freshdesk, from Freshworks, is a ticketing help desk with a knowledge base, automations, SLA policies and audit logs. Its AI comes in three parts. Freddy AI Agent answers customers. Freddy AI Copilot assists agents and is a Pro and Enterprise add-on at $29 per agent per month billed annually. Freddy AI Insights is listed on Enterprise.
Best for: teams that want conventional ticketing at a lower per-agent price. Day passes are useful for seasonal or occasional agents.
Notable limits: the AI agent is billed per session, not per resolution. Freshworks defines a session as a unique interaction between a customer and the AI agent, and for email, as a 72-hour window from the customer’s first email. In our reading of that definition, a session is billable whether or not the customer’s problem was solved. The 500 free sessions are a one-time allowance per account, not a monthly one.
Starting price: Growth is $19 per agent per month billed annually, Pro is $55 and Enterprise is $89 (monthly billing is also offered). Extra AI Agent sessions cost $49 per 100. Day passes cost $2, $7 or $12 per agent per day depending on plan. The 14-day trial runs on the Enterprise plan. Freshdesk pricing
Intercom
Intercom combines a helpdesk (inbox, ticketing, help center, the Messenger chat widget and workflows) with Fin, its AI agent. Fin is included on every plan and billed per outcome. Fin can also run on top of another helpdesk, such as Salesforce, HubSpot or Freshdesk, with no seat cost but a minimum monthly commitment.
Best for: SaaS companies that support users inside the product and want the AI agent and human inbox designed together.
Notable limits: many costs sit outside seats. Fin outcomes, WhatsApp, SMS, phone and bulk email campaigns are all usage-based. Copilot is $29 per agent per month billed annually, and the Pro add-on with Operator starts at $100 per workspace per month. SSO, HIPAA support and SLAs require the Expert plan.
Starting price: Essential is $19 per seat per month billed annually, Advanced is $85 and Expert is $132. Monthly billing is $29, $99 and $139 per seat. Advanced includes 20 free Lite seats and Expert includes 50. The Early Stage program, for companies with up to $10M in funding, fewer than 15 employees and no current Intercom account, offers 93% off in year one, 50% in year two and 25% in year three. Help Scout
Help Scout is an email-first shared inbox with live chat, SMS and social messaging, knowledge bases (“Docs”), workflows and SLA policies. Its AI Answers add-on answers customers and is billed per resolution. Help Scout gives new accounts three months of free, unlimited AI Answers resolutions.
Best for: small and mid-sized teams that want a calm, conversation-style support tool rather than a ticket-heavy one. It also offers a genuinely free starting tier.
Notable limits: the free plan includes 5 users, 1 inbox, 1 Docs site and 100 helped contacts per month. Advanced workflows, round-robin routing and the Salesforce, Jira and HubSpot integrations start on Plus. SSO/SAML and HIPAA compliance require Pro.
Starting price: Standard is $25 per user per month billed annually, Plus is $45 and Pro is $75. Monthly billing costs more (Help Scout shows a 16% annual discount). AI Answers costs $0.75 per resolution, with a monthly spending cap you can set. Help Scout plans
HubSpot Service Hub
Service Hub is HubSpot’s help desk, built on the same CRM records as its sales and marketing tools. Free and Starter accounts include ticketing and live chat. Professional and Enterprise require Service Seats and add HubSpot’s AI Customer Agent, which HubSpot offers as a 14-day trial when you buy a Professional or Enterprise seat. Our HubSpot CRM review explains the seat and credit model in more detail.
Best for: B2B teams already running sales or marketing on HubSpot that want support history on the same customer record.
Notable limits: Professional requires a one-time $1,500 onboarding fee and an annual commitment. The Customer Agent draws on HubSpot Credits rather than a per-resolution fee, which makes cost estimates less direct.
Starting price: Starter lists at $20 per seat per month. New customers are offered a limited-time $7 per seat with upfront annual payment or $10 billed monthly, and the renewal price isn’t stated. Professional starts at $90 per seat per month on HubSpot’s pricing page (the catalog lists Service Seats at $100 a month) and includes 3,000 credits a month. HubSpot Service Hub pricing

Why per-resolution prices aren’t directly comparable
It is tempting to compare $0.75, $0.99 and $2.00 and pick the lowest. That would be misleading, because each vendor defines its billable unit differently:
- Zendesk classifies AI conversations into tiers. Its help center says “assisted escalations” (a human finished the job) and “contained” resolutions (the customer didn’t follow up, but an LLM check didn’t confirm resolution) do not count against your resolution allowance. “Verified” resolutions, which pass an LLM review of the conversation, do. Email conversations are evaluated 72 hours after the first email. Messaging conversations are evaluated after 2 hours by default, extendable to 72.
- Intercom counts an outcome when the customer confirms the issue is resolved, or doesn’t ask for more help after Fin responds, or Fin completes a workflow (Procedure), including handoffs. It charges at most one outcome per conversation and refunds it if the conversation is reopened.
- Help Scout counts a resolution only when the customer gets an AI response and doesn’t escalate, search the knowledge base, ask more questions or say they need more help.
- Freshdesk charges per session regardless of outcome.
- HubSpot uses 50 credits per resolved text conversation. At the $0.010 pay-as-you-go credit rate that works out to $0.50, but included monthly credits are shared with other credit-consuming features.
In our assessment, the practical way to compare is to estimate your monthly conversation volume, apply a cautious resolution rate (not the vendor’s headline figure) and set the spending caps or alerts each vendor offers. Then re-check your actual bills for the first two or three months.
Prices verified against each vendor’s official pricing page (listed under Sources). Plans, promotions and renewal prices change often — confirm on the vendor’s page before you buy.
How to choose
- Start from your channels. If most support happens inside your app, Intercom’s Messenger-first design fits. If it is mostly email, Help Scout or Freshdesk are simpler. If you need phone and IVR, look at Zendesk Suite.
- Decide where customer records live. If sales already runs on HubSpot, Service Hub avoids a sync. If you use another CRM, check that the help desk integrates natively. Our CRM comparison for startups covers the CRM side of that decision.
- Model the AI bill separately from seats. AI agents can reduce how many human agents you need, but per-resolution and per-session fees grow with volume. Use the vendor’s caps, and look at how each one defines a billable unit before comparing prices.
- Check where compliance features start. SSO and HIPAA support often sit on the top self-serve or sales-led tier, which can double the per-seat price.
- Plan for internal escalation. Support teams often route bugs to engineering through chat and the issue tracker. If you’re also deciding on chat, see our look at Slack and Microsoft Teams, and use an automation tool where native integrations fall short. Our Zapier vs Make vs n8n guide compares the options.
Bottom line
For most small SaaS teams, the decision comes down to channel fit and how you want to pay for AI. In our assessment, Zendesk is the most complete option here for multi-channel support at scale, at higher mid-tier prices and with per-resolution AI fees. Freshdesk shares the lowest entry price in this roundup ($19 per agent, the same as Zendesk Support Team and Intercom Essential) and has low mid tiers for traditional ticketing, but bills AI by the session. Intercom suits in-app support and has a clear outcome price, though its outcome definition is broad. Help Scout is the gentlest entry point, with a free plan and a per-resolution price with a narrow definition of what counts. HubSpot Service Hub makes the most sense if your CRM is already HubSpot. Shortlist two, trial them with real conversations, and estimate the AI bill before you sign an annual contract.
FAQ
Do I need an AI agent from day one?
No. Every product here works as a conventional help desk without its AI agent. AI agents tend to pay off once you have a knowledge base and a steady volume of repetitive questions for them to answer.
Can I cap AI agent spending?
Intercom and Help Scout both describe spending limits and alerts for their AI agents. Help Scout disables AI Answers for the rest of the month once you hit your cap. HubSpot lets admins set account- and feature-level credit limits. Check the controls on any plan before enabling an AI agent on high-volume channels.
Are there startup discounts?
Yes. Intercom’s Early Stage program offers 93% off in year one for eligible startups. Zendesk offers eligible early-stage startups a six-month Suite trial for up to 50 agents. HubSpot for Startups discounts Professional and Enterprise products for eligible funded companies. Each program has its own eligibility rules.
